   Kimberly L. Murray, CEcD, AICP
Town Manager

Kimberly Murray most recently served as the Economic Redevelopment Director for the City of Winchester and the Executive Director for the Economic Development Authority of the City of Winchester overseeing the City’s economic development programs and redevelopment initiatives. Prior to her work in Winchester she served as Economic Development and Planning Manager for the Town of Strasburg. Before coming to Virginia in 2013, Murray served several years in municipal and state government in Vermont before relocating to Virginia with her family. She has twenty years of public service experience in the fields of economic development, planning, transportation, tourism, and downtown revitalization. She is a Certified Economic Developer through the International Economic Development Council and Certified Planner through the American Institute of Certified Planners, and holds a Master’s degree in Urban and Regional Planning from the University of Florida.

 Denise Andrews

Born in Johnstown, PA moved to Northern Virginia in 1980.  Denise was raised in Falls Church, Virginia were she graduated from Falls Church High School.  She went on to receive her Bachelor of Arts Degree in Speech Communication from George Mason University. Denise has served as an Assistant Project Manager, Substitute Teacher for Prince William County Schools and is an active member of both Ronald Reagan Middle PTSO and Battlefield High School Athletic Booster Club.  With her she brings over 25 years of Customer Service to the Town.  Denise resides in Haymarket with her two children, daughter, Ciera Marie and son, Sean Michael.

Roberto Gonzalez

Town Treasurer

Roberto Gonzalez joined our team in January from the wider Haymarket community, and has over a decade of accounting experience in the private sector, including project management and controller duties for construction related companies. Roberto is interested in broadening his knowledge in municipal finances and the Clerk of Council responsibilities. Roberto is looking forward to working for the Town of Haymarket, and to the challenges this position will offer.


 Holly Montague, PE
Town Engineer

Holly was born in Fairfax, VA and has lived in Virginia most of her life.  She graduated from Virginia Tech Cum Laude, with a Bachelor of Science in Civil Engineering in 1993, and became a Virginia Professional Engineer in 2000.  She has been the Town's Engineer since 2005, and also became the Town's Erosion & Sediment Control Program Administrator in January of 2013.

Susannah has over 20 years of experience in public planning across five southern states. She excels at helping communities maintain their character and livability while making creative options for economic growth not only possible, but realistic. Examples include assisting the Town of Summerfield, North Carolina develop zoning regulations that protect environmentally sensitive open space and encourage commercial viability; the City of Sumter, South Carolina in obtaining and administering a major grant to inventory historic black neighborhoods for preservation-based tax incentives; and the Town of Blythewood, South Carolina in creating and adopting Architectural Design Regulations that maintain an inviting sense of place.

Susannah was the Comprehensive Plan Coordinator for Guilford County North Carolina and performed a 20-year update that involved stakeholders from seven major areas including agricultural, citizen, and environmental groups, and the economic sector; and she served as Current Planning and Floodplain Manager for Franklin County, Virginia. She has a bachelor of science in Geography from the University of South Florida and studied architecture and design at Mary Washington, NC State, UVa, and USC.
